June 21, 2017 board meeting minutes


 TOWN OF ARBOR VITAE  General Meeting June 21, 2017

CALL TO ORDER: Chairman Bauers called the general meeting to order at 7:00PM. It had been properly posted and the media notified.


ROLL CALL: Present Frank Bauers, Jeff Hunter and Brian Nerdahl. Ryan Johnson and Ashley Stelmack-Roach were absent. Brian Jopek from the Lakeland Times and 8 others were also present.


AGENDA: Motion by Nerdahl, second by Hunter to approve the agenda.  Motion carried.


MINUTES:  Motion by Bauers, second by Hunter to approve the minutes of the June 7th, 2017 meeting as read. Motion carried.


TREASURER’S REPORT:  The May report was reviewed by the board.  Motion by Nerdahl, second by Bauers to approve the report as presented. Motion carried.


PUBLIC COMMENTS / CORRESPONDENCE: 1) Freudigmann will do a mass mailing for financial support for the bike trail.


BIG ARBOR VITAE AND LITTLE ARBOR VITAE LAKES UPDATE:   Larry Stein from Big Arbor Vitae Lake Association was present to inform the board on the health of the lake and the projects they have going. There is a small amount of curly pond weed and a high level of phosphorus that they are trying to control. They also have 2 other projects going, Clean Boat- Clean Water to educate and Healthy Lakes is a State Program for lake owners. No one was here from Little Arbor Vitae Lake District.


LOCAL ACCESS ONLY FOR ATV’S FROM BLUEBERRY TO ROSS LAKE RD.: There have been numerous requests to travel from personal residents to access the ATV trail. Bauers explained that they are trying this with limited use of our town roads. If you do it for one you have to do it for all. Nerdahl agrees, let’s give it a year to see how it goes. 


FIRE NUMBERS SPECIAL ASSESSMENTS: Vilas County sent the town a letter regarding the Uniform Addressing System Ordinance and what our plan of compliance is. 2018 will be 10 years since we were first notified and mandated to comply or be taken to Circuit Court. Most people have picked up and put up the E911 fire numbers some have ignored letters, postings and calls. Our attorney suggested we right a short ordinance of compliance with Vilas County and then we can put a special assessment on their real estate bill and the town can put up the sign. Motion by Bauers, second by Hunter to write the ordinance and start the process. Unanimously approved.


SIGN ORDINANCE AMENDMENTS: Ordinance #1-99 Arbor Vitae Sign Ordinance is being amended to eliminate off premise signs. The only ones we have are grandfathered. This follows DOT rules. Motion by Hunter second by Nerdahl to amend Ordinance #1-99. Eliminate Section 2 (b). Section 5 – remove the words or off. Section 5 add Off premise signs are not allowed.

Unanimously approved. This will take effect after advertising and posting.


ARNETT ROAD CULVERT: The culvert on Arnett Road is need of repair because the river there is so high. Worthing will talk to Pitlik and get their opinion. The 3’ culvert has been replaced 2 times in 25 years. This would be an emergency repair.


OPERATOR’S LICENSES: There was 3 applications and everything checked out. Motion by Nerdahl, second by Hunter to approve the licenses as presented. Bauers abstains because 1 of the licenses was his. Motion carried.


BUILDING REPORT:   2-storage units $14,800.00, 5-garages $62,000.00, 1-addition $60,000.00, 5-misc $15,900.00. May’s total $152,700.00. Years total $606,327.00.


APPROVE CHECKS & VOUCHERS:  Checks 39530 to 39631 were approved for June in the amount of $101,105.48.


ADJOURNMENT: The meeting adjourned at 7:50PM. The next general meeting is July 5th, 2017.
