November 18, 2015 board meeting minutes


 TOWN OF ARBOR VITAE   -   November 18, 2015

ANNUAL BUDGET HEARING: Chairman Bauers called the Annual Budget Hearing to order at 7:00PM and went over the proposed budget with the electors.


SPECIAL TOWN MEETING OF ELECTORS: Chairman Bauers called the Special Town Meeting of Electors to order. Motion by Dan Reuland, second by Judy Bauers to adopt the 2015 town tax levy to be paid in 2016. Motion carried. Due to a change in the law just recently we no longer need the electors to approve the highway expenditures separately. Elected Officials wages were approved last year.


SPECIAL TOWN BOARD MEETING: Chairman Bauers called the Special Town Board to order. Motion by Held, second by Perry to adopt the 2016 budget and the levy amount as presented. Unanimously approved. The meeting adjourned at 7:07PM.


CALL TO ORDER: Chairman Bauers called the general meeting to order at 7:10PM. It had been properly posted and the media notified.


ROLL CALL: Present Frank Bauers, Jeff Hunter, Steve Perry, Brian Nerdahl and Richard Held.   Beckie Joki from the Lakeland Times and 4 others were also present.


AGENDA: Motion by Held, second by Perry to approve the agenda.  Motion carried.


MINUTES:  Motion by Nerdahl, second by Hunter to approve the minutes of the October 21st, 2015 meeting as read. Motion carried. There was no meeting on October 7th due to lack of an agenda.


TREASURER’S REPORT:  The October report was reviewed by the board.  Motion by Nerdahl, second by Held to approve the report as presented. Motion carried.


PUBLIC COMMENTS / CORRESPONDENCE: 1) Information from the Hwy G Landfill. 2) Minocqua Public Library dropped off patron circulation statistics information. 3) On 11-13-15 the Governor signed four WTA bills into law.  


APPOINT AIRPORT COMMISSIONER: Hunter has served as our Airport Commissioner for years and would like to continue doing the job. Motion by Held, second by Nerdahl to reappoint Jeff Hunter as our Airport Commissioner. Unanimously approved.


DISCUSSION ON A PUBLIC NUISANCE ORDINANCE: A list of offenders that have been called in by residents and kept by the clerk. A copy of our 1997 Appearance Code Procedures, WTA Public Nuisance Ordinance and Woodruff’s Public Nuisances affecting health were given to board members. After more discussion all board members decided this is something the Town needs and they will look at it further putting into an ordinance only what is necessary to be effective.   


BUILDING REPORT:  1-stick house $200,000.00,   2-additions $100,000.00, 4-garages $68,500.00.  October’s total $368,500.00. Years total $3,155,942.00.


APPROVE CHECKS & VOUCHERS:  Checks 37716 to 37820 were approved for November in the amount of $167,868.71.


ADJOURNMENT: The meeting adjourned at 7:36PM. The next general meeting is December 2nd, 2015.
