March 5, 2014 Meeting Minutes

TOWN OF ARBOR VITAE  - General Meeting - March 5, 2014

CALL TO ORDER: Chairman Bauers called the meeting to order at 7:00PM. It had been properly posted and the media notified.

ROLL CALL: Present Frank Bauers, Richard Held, Jeff Hunter, Brian Nerdahl and Steve Perry.  Brian Jopek from the Lakeland Times and 15 others were also present.

AGENDA:  Motion by Held, second by Perry to approve the agenda. Motion carried.

MINUTES: Motion by Nerdahl, second by Hunter to approve the minutes of the February 19th, 2014 meeting as read. Motion carried.

PUBLIC COMMENTS / CORRESPONDENCE:  1)Do we have any power with the DOT to extend the Hwy 51 project past Harley Davidson? This was the subject of concern which the board said they would put on the next agenda to write a board letter to the DOT with requests. Bauers told the crowd that because of budget constraints they aren’t starting the project until 2017 that he didn’t see the extension happening. Attendee offered to pass a petition because of the school and the Dean Distributing building at that same corner he felt the public would support at least 3 lanes heading north past that corner.

A.T.V. REQUEST TO USE HWY 47 SNOWMOBILE TRAIL:  Rocky Cafferella gave the board information and made the request to allow the Lakeland ATV Club to use and share with the snowmobile club, the old Railroad grade right-of-way on Hwy 47 from Park Ave in Arbor Vitae to LacDuFlambeau. Matt Gaulke, Chairman in LacDuFlambeau said the Town Board adopted an ordinance to allow ATV’s on certain routes and town roads to allow them to connect to other approved trails. Dale Mayo, Parks & Recs Administrator for Vilas County said that they will apply for funding and ATV’s get more funds per mile than snowmobiles so dual use would help when applying for a grant. Parking could be in the Brandy Park parking lot and the trail would be open from May 1st to November 1st. The club will also approach the Town of Woodruff for connecting the trail. Motion by Bauers, second by Perry to grant permission to the Lakeland ATV Club to use the RR/Snowmobile Trail on a one year trial basis. Unanimously approved.  Dale Mayo made a request for municipal support in the form of a letter to the DOT stating we support the development of the ATV trail.

NORTHWOODS STRAY ANIMAL CONTRACT:  Northwoods Animal Hospital sent a proposed new contract for the treatment of stray dogs and cats. After checking for other options and it states that we can get out of the contract at any time, a motion by Bauers was seconded by Perry to sign the contract with the changes noted and initialed.  Unanimously approved.

OPERATOR’S LICENSES: There were 3 applicants and all checked out. Motion by Held second by Perry to approve the Operator’s Licenses as presented. Unanimously approved.

ADJOURNMENT:  Motion by Perry, second by Held to adjourn the meeting at 7:50PM. The next general meeting is March 19th, 2014.
